Lease-to-purchase program provides pathway to homeownership

Kalamazoo, MI, was hard hit by the housing crisis. Traditionally a first-mortgage lender, with 600 loans in its portfolio, Kalamazoo Neighborhood Housing Services could no longer offer that assistance as banks pulled back. Meanwhile, as unemployment also soared, foreclosures swept the city and even now, four years later, home values are stagnating and lack of investment is destabilizing the neighborhoods.

“We needed a strategy to provide a bridge to homeownership, while also stabilizing the community by avoiding the abandoned buildings and absentee landlords experienced elsewhere,” says Matt Lager, executive director of NHS, which recently celebrated 20 years of membership in the NeighborWorks network. “So we developed a lease-to-purchase program.  The formula is simple: We acquire and rehab a vacant or foreclosed property on a target block, lease to clients who are just shy of mortgage-ready and prepare them to become homeowners. The result: We now have a pipeline of families who will transition to homeowners within 12 to 18 months.”

In the first two years of the program, Lager’s organization acquired 11 houses outright, thanks to a combination of land donations, grants and capital from NeighborWorks America. Five more acquisitions are planned for the coming year. Demand has been high, with 20 “bidders” for every home available. In return for the affordable lease and down payment assistance when the time comes, renters agree to participate in monthly financial-management coaching sessions. If they don’t follow through, or decide not to purchase within two years, they lose their “option fee,” equivalent of one month’s rent. (If participants comply with the action plan they develop with their coach, the purchase deadline can be extended.)

To date, the program has a high success rate: Four of the participants will become homeowners in the first half of 2014; only two have opted out due to what Lager calls the programs initial “learning curve.”

Lessons learned

“One of the lessons we learned in implementing this program is to select and then rehab houses that would attract future homeowners,” explains Lager. “People need to fall in love with a house to stay motivated.”

The other lesson Lager’s team would pass on to others who might want to offer a similar program is that it requires deep relationships with leasers.

“Although the financial-management sessions are focused on budgets, repairing their credit, etc., you can’t help but get involved in all of the other issues that dictate whether these families can be successful at homeownership,” says Lager, adding that the NHS financial-capability coaches have backgrounds in social work. “That means dealing with unemployment, for instance, and similar challenges.”

Foreclosures may have gone down, but the financial struggles of the approximately 21,000 people living in the six neighborhoods served by NHS continue, and the “lease-purchase” program will help provide a pathway to homeownership.

Joining forces: Habitat and NeighborWorks in Michigan


NeighborWorks America recently announced that Habitat for Humanity of Michigan is now part of our network of chartered members. This is an exciting opportunity for two nationally recognized affordable housing organizations to expand services in a state that has suffered greatly in recent years.  To bring you more of the story, Alexandra Chaikin, online media project manager at NeighborWorks America, interviewed Sandra Pearson, president and CEO for Habitat for Humanity Michigan.

What does Habitat for Humanity of Michigan do?

We serve 75 local chapters of Habitat operating in all 83 counties of Michigan. We offer families and individuals access to services like financial capability, homebuyer education and debt management. In 2009, we became a full service company offering mortgage origination, servicing and collections; and we are a licensed lender. This gives us a platform that will allow us to work with financial institutions in new ways to help them meet their goals to serve people who don’t qualify for conventional mortgage products and, ultimately, the goal for us is to provide financing for low-income people who want to buy a home, but who cannot qualify for traditional mortgages. The ability to work with financial institutions and investors in new ways to bring more capital to all that we do allows us to take families who want to be homeowners further down the path to achieving their goals.

How did you first hear about NeighborWorks America?

My first experience with NeighborWorks was when I worked at Michigan State Housing Development Housing Development Authority. When families were ready to buy a house, I helped get them financing. There were only three places that could serve nontraditional applicants with lowest incomes: Habitat for Humanity, the USDA 502 direct program and a NeighborWorks affiliate in Toledo, Ohio which had a loan pool. That program in Toledo actually inspired the statewide loan fund program I’m working to fund here in Michigan.

You went to an organization in Ohio to help people in Michigan?

I will go anywhere. I’m working with a company in California right now. If I can’t get it in Michigan, I’ll go someplace else.

What are the advantages of becoming a member of the NeighborWorks network?

This is a huge personal goal for me. One of my initial goals was becoming a chartered NeighborWorks member because we could really partner to help more families. We can refer clients to each other, provide more financing options and do more in areas like financial capability, homebuyer education and debt management.

When you have Habitat for Humanity and NeighborWorks America, the two largest national affordable housing organizations, working together, the possibilities are beyond what you could imagine. It’s going to be the biggest thing I’ve ever been involved in in 20 years of affordable housing.

Can you say more about the loan fund you’re developing?


Capital is scarce these days and particularly so here in Michigan, so we’re interested in closing the gap between need and availability. Habitat for Humanity Michigan has established a structure for the Habitat for Humanity Michigan fund. The goal is a $20 million mortgage purchase loan pool, which I’m working now to get funded. We will establish a revolving loan fund that financial institutions and other capital investors may invest in to bring more capital to finance mortgages and home repairs. Funds will directly benefit individuals and bring more capital to allow affiliates to partner with more families in more ways than ever. Staffing for the loan fund is statewide which frees local staff and volunteers to focus on what they do best.  Basically the fund is tapping into a network of community development experts and private sources of funding to allow more efficiencies statewide and therefore help a greater number of people.
I’m also working on program with the state housing finance agency and a state bank to create a sort of secondary market for the loans. This will increase organization’s cash flow and their ability to relend to other families. I anticipate that the loan fund will happen by June of this year.

Who will benefit from this loan fund?

 Loans will go directly to anyone served by NeighborWorks America, Habitat for Humanity Michigan or the USDA 502 direct program. Since Habitat for Humanity Michigan serves all 88 counties of the state, the benefits essentially are open to anyone who qualifies and comes to us or to NeighborWorks America or the USDA 502 direct program. There is potential for this to expand to other states.

Any closing thoughts?

Millard Fuller, Habitat's founder said “The poor do not need charity; they need capital. A hand up and not a hand out.” In my mind, this partnership works toward that statement – a catalyst to bring capital to more people.

Generation Volunteer: Creating Opportunity for Youth Engagement

 Calen Knight is no ordinary nine year old. Last June, she independently organized a school-wide food drive which she donated to Lighthouse of Oakland County's emergency food pantry in Michigan. The project was part of a charity she helped created called CalenForKids.org, which she founded at the age of eight. 

"My parents have taught me that I am so lucky to have many nice things like toys, books, DVD's, and new clothes. So, now I want to help other children have something to smile about too," says Calen. The goal of CalenForKids.org is to create awareness within other children in hopes that they will also realize their good fortune and become inspired to lend a helping hand.

Calen’s early commitment to volunteerism is impressive, but not that unusual. In its annual survey, VolunteeringInAmerica.gov reported that 8.3 million volunteers between the ages of 16-24 dedicated 844 million hours of service to US communities in 2010.

At Lighthouse of Oakland County, we see the start of the new school year as the perfect opportunity to lay the foundation for youth volunteer engagement.  Benefits to the volunteers include:
  • Volunteering can teach skills that they will use later in life.
  • Volunteering can teach them compassion and responsibility, and gratitude for the things they have.
  • Children who volunteer are less likely to engage in risky behavior, more likely to feel connected to their communities, and tend to do better in school. (source: World Volunteer Web)

At Lighthouse, our main priority is to develop solid relationships with  local schools, churches, and families. Reaching out to this core audience allows us to share the work we do in a familiar environment known to the children. This is necessary because many have never volunteered before; this is our opportunity to really hear what the student's volunteer interests are. From that point forward, teachers, parents and students are able to identify meaningful projects that resonate with their group.

Does your organization offer projects for younger volunteers and their families?  The following strategies can be incorporated into existing volunteer recruitment, planning, and placement activities to encourage community involvement and adapting volunteer projects for younger volunteers.

1.    Know your audience. Review your current donor base and volunteers actively participating within your organizations. Are there schools, churches, or groups who work with children? Contact these individuals first; invite them to tour your location with their children.

2.    Develop age-appropriate opportunities. One of the biggest mistakes an organization can do is offer an opportunity that is not meaningful to the volunteers. Yes, we all have the "must-get-done" projects, but when you develop a project that leaves a lasting impression, those volunteers will be back. Kids get bored easily, but when they are excited and engaged they will remember that project long after they leave.

3.    Encourage volunteer autonomy. Kids have great ideas. If you are in need of a food drive, get the kids involved in the planning process. The more they "own" their project, the more successful they will be in achieving it.

4.    Planning is key! Families are busy and timing volunteer projects is crucial to successful volunteer engagement. Take time to know school schedules and plan projects around after school hours and planned days off. Offer projects on holiday breaks, teacher development days, and half-days.

5.    Don't forget teams. Do you need a large project completed? Coaches and parents are great resources to help get the work done quickly. Volunteering is a great opportunity for team building.
